So I have a 29g with driftwood and mildly planted. How many cacatouides could be kept together if I decided to turn it strictly into a dwarf cichlid tank .... And what kind of cleaner type fish can be kept with them just to keep a little maintenance to the tank

I'd say anything more than a pair is asking for trouble.
By "cleaner" type fish, I imagine you are wanting something to clean up extra food? Better to feed less and do more water changes. I've kept corydoras with apistos, but they normally suffer come breeding time. Otocinculus catfish eat some algae, but again, come breeding time, they suffer. You could/should consider keeping some pencilfish in there with them; they eat fast, swim fast, and do pretty good normally with apistos. Good luck.
