What species is this fish?

This is from a video i was watching - it was not the subject so was never in focus; the fins look different than most pencil and tetra i've seen. It looks slightly similar to white cloud but again a little different.

maybe tanichthys flavianalis?

None of those look right because this fish appears to have a blue line on the dorsal fin follow by clear; d and e have a blue line follow by red but maybe it is a sex thing. If it is one of them then D seems the most likely candidate which is t. albonubes.

I'm prettu certain that it is a White Cloud as MacZ wrote. Not only are there several color morphs of this species, but several species in the genus Tanichthys. I also think lighting caused most of the blue highlights.
