Vic's aren't really harem spawners per sae, nor are the Psuedocrenilabrus.
In nature, I would suggest it is best to categorize their spawning behaviour as a random event, where the male/female only have a relationship while spawning, where a harem would indicate to me, an ongoing relationship.
Now that I've been a little picky on the points, I'll answer what I believe the crux of your question to be. It certainly is better to divert male aggression that would occur with only one female, by having multiple females. So, no they are not a pair bonding fish.
