I also use a blue (almost a royal blue but a little lighter). I have found that black is too dark, and the fish can get so dark that they do not show their best colors. You can see the shade i use in this image:

I had been looking over your fish house, but have not heard of Latex paint.
The two types sold in the UK are Oil Based and Water Based (i think), and are either Gloss (with different finishes) or Emulsion (with different finishes).
The oil is what you want. The water based will absorb humidity. I think that gloss (which is usually more expensive here in the states) is a waste of money because the glass will negate any 'shine' on the paint.

Always like the contrast of black backing paper and a light coloured sand with fish, will buy a small pot of paint first and try it on a old spare tank, to see what it looks like before i make up my mind.
