if it's gallons then 3-4 males and 4-7 females should fit in nicely. depending on the dimensions of the tank and the tankmates as well as "personal character" of the fish 
surface area is more important than volume for determining how many territories can be accomadated
it also depends what you are hoping to acheive in the tank
i follow the 2 square feet for males rule with most apisto's being harem breeders and 1 sq foot for females
male and female territories can overlap
so 3 fish in a 2 ft by 1 ft long tank
