Based on the length of the 3rd dorsal spine, probably not. How large is the fish?

This is what was irritating me too, Mike.
The fish is about 1,5 inches, not quiet small but not far too big to be a female I guess.

At 1½"/35mm an immature male can look much like a mature female. A female should show dorsal spines 3 & 4 as longer than the other spines and about equal in length to each other. The same is true for young males, but as they mature spine 3 grows higher than spine 4. The specimen in the photo show spine 3 being longer/higher than spine 4. This probably is the beginnings of this process. Additionally, females show vertical rows of spots across the entire caudal, while on males only the lower half of the caudal has vertical rows of spots. The upper half shows horizontal stripes that run parallel to the fin rays.

Generally speaking, females will have bands on the entire tail. Males will usually only have pattern on the bottom half of the tail
