Each fish has a certain biological pace. Certain foods will help them maximize their potential, but there isn't an infinite range. Increasing temperature will increase metabolism and growth, but they will need to eat more. This doesn't necessarily mean they need a different food, just more.
You are feeding a fine variety for most apisto fry. You could try adding microworms and cyclop-eeze, but neither of these are necessarily going to increase their growth rate.
