IMHO It's Apistogramma alacrina aka A. sp. Rotpunkt.
Mike has explained about them recently on the forum.

Why is it that this fish looks so different from the other pictures of the A.alacrina seen on the net?

Do you have the link to the recent discussion on them?

This is not A. alacrina as scientifically described by Kullander. This is the yellow morph of A. sp. Rotpunkt/Red-spot/Red-dot. The yellow morph of this undescribed species is often called A. sp. Puerto Nariño. The male in the photo is one of the best specimens of this form that I have ever seen. Well developed rows of flank spots.
