A Viejita problems with bottom fins

I recently bought a pair of A. Viejita. I noticed that the male was swimming funny. I couldnt pick exactly why until to today. He doesnt use his two bottom fins (sorry i cant remember what the proper term for them is). Anyways i bought him with plans to breed. I was wondering whether or not its likely this is a genetic defect that can be passed on or whether its more likely due to something that happened during its life. Any help would be apprieciated.

if he has trouble with bouyancy aswell and stays close to sitting on the bottom most of the time then i believe it is genetic
i have a couple of cac fry who have this trait from one breeding
