If it were me, I would drop the pH to around 6.2-6.5 and make sure the water was fairly soft (< 5º dGH; < 3º dKH). I would also try to vary their diet. With these changes and a little patience they will breed for you.

dropsy

some one could correct me if need be but i've been in two situations with dropsyness.
first, not sure if you if you have a planted tank set up, but it may be due to too much co2 dissolving. i had to run an air pump for a while to balance out the co2.
second, it could be do to increase in amonia. i changed out like half of the water. i supose you could try amonia neutralizer.

check your water parimeters. hope this helps.

Dropsy is normally attributed to a loss of kidney function, where the fish cannot excrete excess fluids. Sadly this is rarely cured. Some will increase the salt content in the aquarium to ease the osmotic pressure on the fish and - in not to far gone - allow the fish to recover itself. I know of no antibiotic that treats dropsy.
