Shipping Dwarfs.

Hello,
I am asking for advice about shipping Dwarfs.I have recently successfully sent
4 fish via mail in the UK in 1.5l of RO buffered and treated with Amquel Plus.I
also used 2 heat packs in the insulated box.In the UK the fish are in the post for approx 16-18 hours.
My question is what is the maximum amount of 1.5" fish that can be sent in
1.5L of water.This amount keeps the package below 2kg,keeps costs down.
Am I already at the safe limit with 4 fish.
Any advice would be appreciated,

i'm not exactly sure of the limit but i have receved fish many times 4 to a bag with only a fraction of that amount of water. they are always sent in small "breathable" bags with a very small amount of water in each bag. the last shipment i received there probably was 1.5l of water total between 4 bags
