Many times the common name that gets put on the altipsinosa is the Bolivian Ram and the Ramirezi is many times listed as the German Blue Ram. Better to start learning and using the latin names as common names vary too much. Even the latin names change enough to make it difficult.
It looks to me like a male. Females usually don't show a tube until they are ready to spawn and it is very blunt. Check out some photos here http://dwarfcichlid.com/altispinosa.html
Actually, even when spawning the male altispinosa doesn't show much. I still vote male though. When you take another picture, try to get one which shows the whole profile of the fish - straight on - and especially the underbelly. In my mind, the male alti has a flatter stomach and a longer body. The female is a little more rounded in that area.
Hey, at least you have a well built fish, it is not skinny!
