Yes. I have bred many apistos in small tanks (40x45x25 cm). Depth is not as important as bottom area.
Unless you are an experienced fish keeper and keep an eye on your fish, your tanks are too small for many apistos. The tanks are OK for pairs of small species like A. borellii, A. diplotaenia, A. sp. Balzfleck/Courting-spot, A. staecki, A. pertensis-complex & smaller regani-group species. Pair-bonded species like A. panduro & A. nijsseni will work in this size tank - if the pair is already bonded together. These tanks are usually too small for harem breeders. With experience, you should be able to breed these species, too, but expect losses of fish to attacks by their 'partner' if you don't pay close attention.
