Growing out apistogramma in heavily planted aquaria

I recently got a shipment of apistogramma panduro that are about 40% grown, I'm used to keeping discus and I know that they don't reach their full potential unless you grow them out in bare bottom tanks.

I'm wondering if 1 male and 2 female panduro in a 29 gallon very heavily planted tank will grow out to their full size, it's a heavily stocked tank including:
6 oto's
2 SAE's
2 platty's
6 praecox rainbow
5 cory cats
2 clown loach

I've built this tank from the ground up with the thoughts of apistogramma in mind, there are a lot of visual barrier's and plenty of caves, driftwood, shells etc. for them to take refuge in.

Ammonia and nitrite are both at zero, nitrate is low enough to where my tests can't detect it.
