I accidentally made a thread that said "Can hatchets love with Panduros?" Anyways I want to keep hatchets as the top level fish with apistogrammas Panduros . Will it work out in a 75 gallon fish tank?

Yes, Marbled Hatchets are really good dithers, but they need a high quality diet with some floating live food (vestigial-winged Fruit-flies are good), and they are easier to keep in a tank with plants, including some floating. You need some plant cover (and a tank cover) because they jump like mad if disturbed with nowhere to hide, or when they get a bit excited at "Fruit-fly" feeding time.
