Not a great picture but I'd say yes. I can't quite tell but it looks like both rams have extensions off their tail.

The only way I can sex Bolivian Rams is when fully mature, around 2 years of age, or when they breed.

If you can see the breeding tube when they are fully settle down. Male is pointed tip and female is round tip.
