Hi I would like to get a pair of apistogrammas for my 29 gallon tank. I do not have the intention to breed but if they do that's fine. I have 9 black neon tetras and 3 julii cory catfish is this ok.

Yes. Some people will say that Corys aren't a good mix, and you may end up with some losing an eye, but in my 55 gallon I have never had a big problem with Corys and a harem of A. eremnopyge.

Tank size is important and I feel yours is a bit small for a pair of apistos with other bottom dwelling fish. Whether you want to breed them or not, a pair of apistos will want to breed. Being cichlids they are territorial and will try to drive other fish from their territory. In a smaller tank this can be the entire bottom. I think you would be better off keeping 2 males of different species that look different but have similar aggressive tendencies.
