Maybe try a bigger variety of foods. Grindal worms are not good as an only food. Add artemia (brine shrimp), daphnia and white mosquito larvae to the menu. Also do 3x 50% waterchanges a week, while nitrates are low, the young fish need a lot of the minerals from the water to grow. They have to be replenished more often than for adult fish.
