I'm not sure i understand this statement. Cardinals tend to have decent life span and many of the apisto i care for properly tend to live 3 to 5 years.

Well all the other males are f1 and they aren't exactly courting yet.

As far as I can tell my a. sp ipiranga have formed strong pairs in that the male will not entertain other females. Is this a known behavior of all mouth brooders, of just ipiranga or my imagination.

It should be fine for borelli; for a more sensitive species that is wc you might need di stage; the quality of the ro system depends on the membrane used as well as the sentiment filter - unfortunately i don't really see any details on what that unit uses though in all honestly borelli are not...
The eggs are not being fertilize in the 40b for some reason; the 29 the two don't seem to like each other that much.
The 29 has just the pair and hte 40b has 1 dominant male 1 subdominant male and 4 females.
I think ph crash is a non-issue as long as the ph is below 6 to begin with. I never worry about this mythical ph crash that has polluted the www space. I use pure ro water in 12 or 13 aquarium without known issues.
You will only need around 5 gallons per water change for the 17 gallon (probably 15 or 14 when full). A 50 gpd unit would be sufficient and di for this species would not be necessary. The bigger issue is the plumbing. I would not buy a pressure tank which can be expensive (though you could)...

Why are you considering partial ro instead of 100% ro? As to your question ph in itself can be misleading knowing the gh and kh would be more useful. For an accurate measurement of ph i would put some in a glass cup let it sit over night then measure it though while better value might be obtain...
