There is a cloudy oil like substance on the top of my water when i shine a light on it . what is it and will it be harmful to my fish .I use a 6.5 ph fixer , could this be the reason why there is oil .How can i remove it ?

yes there is a large amount of plants I will measure the ph in the morning and night ? I think it is the substrate though because I took the rocks out and placed them in a bucket for 48 hours and no rise in ph , I will do the same with the substrate
White spot on electric blue ram is it ick? No change in behaviour and is still eating . If it is ick how can i treet it as there is 20 plus fish in the tank?
