I've done regular water changes with week old fry with no problems. Most of my tanks are 20Ls but I have one 10g and have done the same in my old 29g. My water changes weren't huge though. Usually about 10-15% weekly. I also use prime with no problem.

I was having problems with my hatch rate also. In the beginning they were great producing plenty of bbs. I have the grade A eggs from Brine Shrimp Direct. Suddenly my hatch rate was producing terrible numbers of live bbs. Didn't know what it was so I switched the vessel, got some different eggs...
If she has laid more eggs and if you have another tank for them, pull em out and raise em youself. Apisto fry are pretty tough. I sometimes pull fry a week after they become free swimming and feed em micro worms and bbs. No problems so far with raising them myself. I admit though it is pretty...
