Stocking issues.. as usual!

Hi

I have a 20L (with 4 guppies and 4 ottos, planted fairly dense ). Can I house TWO pairs of german blue rams without too much territorial dispute?

IMO, you're already at the limit for such a tiny tank. The only thing I would add would be 1 or 2 otos so that they feel more comfortable as they are shoaling fish.

I think you might have understood 20L as 20 litres .. I meant a 20 US Gallon Long.. sorry about the confusion!

you should be fine... rams can get a bit territorial, but as long as the tank is well planted you'll be fine. rams hardly are aggressive to the point one is in any serious danger.
